ZATCA e-invoicing, also known as Fatoora, is a mandate by the Saudi Arabian Zakat, Tax and Customs Authority (ZATCA) to digitize the invoicing process. It aims to streamline tax reporting, enhance transparency, and reduce the shadow economy.
All taxable persons (VAT registered businesses) in Saudi Arabia are required to comply with the ZATCA e-invoicing regulations
The implementation is being rolled out in phases. Phase 1, which started on December 4, 2021, requires generating and storing tax invoices electronically. Phase 2 involves integrating businesses' e-invoicing systems with ZATCA's platform for real-time data sharing
Phase 2 is being implemented in waves based on taxpayers' revenue in 2022. ZATCA announces the specific timelines for each wave. It's crucial to stay updated with ZATCA's official announcements.
E-invoicing offers several benefits, including:
  • Increased efficiency in invoicing and payment processes.
  • Reduced errors and disputes.
  • Improved record-keeping and data accuracy.
  • Faster tax compliance and audits.
  • Contribution to a more transparent and fair economic environment.
There are primarily two types of e-invoices under ZATCA regulations:
  • Tax Invoice: Issued for standard taxable supplies.
  • Simplified Tax Invoice: Issued for supplies to non-VAT registered customers (typically retail sales). Simplified invoices have fewer mandatory fields.
The mandatory fields vary slightly between tax invoices and simplified tax invoices but generally include:
  • Supplier's name, VAT registration number, and address.
  • Buyer's name, and VAT registration number (if applicable).
  • Invoice date and time.
  • Invoice number (sequential).
  • Description of goods or services supplied.
  • Quantity and unit price.
  • Applicable VAT rate and amount.
  • Total amount including VAT.
  • QR code (for Phase 1 and beyond).
  • Digital signature (for Phase 2).
The QR code is a machine-readable code containing essential invoice information. It allows for easy verification of the invoice's authenticity by ZATCA and customers.
The digital signature is an electronic stamp that verifies the authenticity and integrity of the e-invoice, ensuring it hasn't been tampered with after issuance.
For Phase 1, businesses need to use software capable of generating and storing e-invoices according to ZATCA's specifications, including the QR code. For Phase 2, the software must be compliant with ZATCA's technical requirements for direct integration.
Phase 2 has specific technical requirements related to data format (XML), security, and integration with ZATCA's portal. Businesses will need to use compliant e-invoicing solutions that meet these standards.
Non-compliance with ZATCA's e-invoicing regulations can result in penalties and fines. It's crucial for businesses to adhere to the specified timelines and requirements.
The official source for all information regarding ZATCA e-invoicing is the Zakat, Tax and Customs Authority's website (https://zatca.gov.sa). We recommend referring to their announcements and guidelines for the most up-to-date information.
